VOTES AND PROCEEDINGS OF THE LEGISLATIVE COUNCIL
OF HONGKONG.
No. 9 of 1859.
MONDAY, 21st NOVEMBER, 1859.
PRESENT:
HIS EXCELLENCY THE GOVERNOR, AND ALL THE MEMBERS.
The Council met to-day, pursuant to adjournment.
The Minutes of the last Council were road and approved.
The Bill entitled An Ordinance to apply a Sum not exceeding Ninety Thousand Pounds to the Public Service of
the Year 1860," was read a second time;
And the Council went into Committee upon the Estimates for the said Year.
The Governor ordered, that the Estimated Assets over Liabilities, on the 1st January, 1860, be put down at £40,000
instead of £45,000 as shown in the Estimates. The alteration was accordingly made.
The following Votes were then agreed to:--

The Appropriation BIl being in accordance with the above Votes, His Excellency The Governor put the Question, That this Bill do pass, au i thas the Ti:le be,—" An Ordinance to apply a Súm not exceeding Ninety Thousand Pounds to the Public Service of the Year 1860."
Question put, and carried; the Ordinance being numbered “ No. 4 of 1859."
Ordered, that the said Ordinance be published in the next Government Gazette.
The Acting Attorney General, by permission of His Excellency, presented & Petition from the Crown Solicitor,
applying for increase of Salary; and the same having been read,—
It was moved by the Acting Attorney General, seconded by the Colonial Treasurer, and carried unanimously:
That the sail Petition do lie on the Table.
The following opinion was submitted by the Acting Attorney General, and adopted by the Members; it was then
read, and ordered to be entered on the Minutes:—
We desire to enter on the Minutes an expression of opinion that the Salary of the Registrar of the Supreme Court is inadequate to secure permanently the Services of a competent man for the Offer. Since the reduction of the Salary on the appointment of the present Registrar, the value of money has decreased exceedingly, and the duties of the Office have increased in an inverse proportion."

The Governor laid on the Table a Bill, entitled "An Ordinance to grant a Civil List to Her Majesty for the Colony
of Hongkong"
And the same having been read a first time,-
It was moved by the Acting Chief Justice, seconded by the Acting Attorney General, and carried unanimously,—
"That a Committee consisting of Messrs Jardine, Dent, and Lyall, be appointed to consider the proposed Ordinance to grant a Civil List to Her Majesty for the Colony of Ilongkong," and to report thereon to the Council."
Read, and passed, Rules of Court, of 14th November 1859, submitted by the Acting Chief Justice. The Council then adjourned sine dic.
Read and approved, this 16th Day of December, 1859.
